Karnataka Rajya Vijnana Parishat (KRVP) being a voluntary organisation herewith putforth the following information according to Right to Information Act Column 4(1) (B) is in the public domain.

1. Organisation’s duties & Objectives:

Karnataka Rajya Vijnana Parishat’s main objective is to popularize science, scientific attitude & science education (both in formal & non-formal) in Karnataka, to the students and general public of cities, towns and especially in rural areas. The organization is registered under the Karnataka Societies Registration Act 1960 on 11th November 1980. KRVP is the recepient of “ Inaugural National Award” in 1988 of NCSTC, Govt of India for the best organizational efforts in science popularization and “State Environment Award” in 2011 instituted by Dept. of Forests, Ecology and Environment, Govt. of Karnataka.

2. A brief administration function of the Centre is given below:

As per the rules and regulations outlined in the Karnataka Societies Registration Act 1960, administration is carried out as per the decisions of the Exceutive Committee and General Body meetings. However, day to day activities of the Parishat are administered by the Hon. Secertary, Karnataka Rajya Vijnana Parishat and is the executive head of the office of KRVP.

3. The objectives of Karnataka Rajya Vijnana Parishat are:

(i) Popularizing Advancement of science, scientific attitude and science education (both formal and non- formal) in Karnataka, especially in rural areas.
(ii) Propogation of scientific knowledge among the people of the state by organising lectures, seminars, symposia, forums, excursions, exhibitions, publication and distribution of books and journals on science, especially in Kannada.
(iii) To encourage the formation and functioning of science associations, clubs and similar organisations and to establish and maintain science centres.
(iv) To encourage interaction among science writers, scientists, science educators, industrialists, publishers and others interested in promoting and popularising science.
(v) To co-ordinate and collaborate with the activities organisations having objectives similar to those of Karnataka Rajya Vijnana Parishat.
(vi) To establish an academic institution with a recognition from a reputed university and
start degree, diploma and post graduate courses in science communication.

4. The powers and duties of its officers and employee:

General Administration and Implementation of programmes are carried out as per the decisions of the General Body & Executive Committee of KRVP and are managed by Hon Secretary and Administrative Officer, Karnataka Rajya Vijnana Parishat.
Accounts Assistants would assist Accounts Superintendent in administration and management of accounts. Project Asistants and Project Officer would assist Administrative Officer and Hon Secretary in the preparation of the project proposals, coordination, implementation, monitoring and in writing reports of the proposals.

5.The Procedure followed in the decision making process, including channels supervision and accountability

The administration and management of the financial affairs of the Parishat will be carried out in accordance with the decisions and guidance of the Executive Committee. However day to day activities of the Parishat, both Administration and Programme Implementation will be administered by the Hon. Secretary as per the rules and regulations outlined in the byelaw and decisions taken from time to time by the Executive Committee and General Body meetings.

6.The norms set by it for the discharge of its functions:

Rules and regulations outlined in the Byelaw and decisions taken in the Executive Committee and the General Body are norms set for the discharge of functions.

7.The rules, regulations instructins, manuals and records held by it or under its control or used by its employees for discharging its function:

In accordance with the Karnataka Societies Registration Act 1960 rules, regulations and instructions are set in the Annual General Body Meeting (AGM) chaired by the President, KRVP. Any amendments to teh norms and rules & regulations are discussed in the Executive Committee meeting and recommended to AGM for the approval or ratification.

8. A statement of the categories of documents that are held by it or under its control:

KRVP maintains documents related to its official functioning such as files concerning programme execution, administration files with respect to appointments, Executive Committee agenda and proceedings, Government Orders, Notifications as well as accounts related documents.
The Parishat has been publishing a monthly science magazine "Bala Vijnana" with an objective of popularizing science among the rural masses, also to bring about awareness among students, teachers and general public on the issues such as science and technology, innovations, advancement and its usefulness to the society. The said magazine is issued to teh subscribers, donor members, donor institutions and units. A yearly subscription of teh magazine is ` 150/- (including postal charges) is fixed for this purpose.

9.The particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formation of its policy or implementation thereof:

There is no separate arrangement for consultation by the members of the public in relation to the formulation of its policy or implementation thereof. However they can putforth their suggestions to the Hon. Secretary, KRVP during the office hours.

10.A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meetings of those boards , councils, committees and other bodies are open to the public or the minutes of such meetings are accessible for public

The composition of the General body and teh list of Executive Committee members are displayed in Annexure-I and Annexure-II respectively. The proceedings and the minutes of the executive committee and annual general body meetings are sent to all the executive committee members a copy is sent to the Dept. of science & technology, Govt. of Karnataka.
Also, several sub-committees are constituted to give recommendations to the executive committee for the execution of the projects. The list of these sub-committees are displayed in Annexure-V. However the proceedings and the minutes of the meetings are not open and accessible to the public.

11. A directory of officers and employees: Given in Annexure III.

12.The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulation:

Karnataka Rajya Vijnana Parishat has employed Accounts Superintendent, Project Officer, Accounts Assistants, Project Assistants, Senior Assistant cum Steno, Junior Assistant, Assistant, Clerk, Typist and attender. Their monthly remuneration was fixed as per State Government pay scale by a sub- committee constituted constituted for the above said purpose based on educational qualification, previous experience and performance in the interview. Thereafter , annual increment and promotion are considered based on the performance and capability at work. Employees are provided with Provident Fund as per teh norms of the government. Details of the monthly remuneration fixed for different posts at KRVP are given in Annexure-IV.

Details of programmes implemented, reports and official correspondence are kept in electronic form. Details of programmes implemented are given in the website of the Parishat (www.krvp.org) for information of the general public.

17. The particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use:

Public can contact Administrative Officer, KRVP for information at the office between 10.00am to 5.30pm, except for second Saturday of every month and other holidays. KRVP has a numerous popular science books which has been stacked in the library, any information regarding the science publications and the “ Balavijnana” magazine can be received from the KRVP office.
